From Gabe Newell's FAQ at the Valve Developer's Wiki.
The game is content complete, as far as we are aware. Who is to say it can't be sent off to be rated? Code changes aren't going to change the content.
HL2 was rated M, so it's safe to assume that Aftermath will be as well. The image could be a preliminary image. How difficult would it be to replace the "M" logo with a "T" logo if the rating is different? Not hard at all.
Also, there were 3 different boxes for HL2 at release, who is to say that there won't be mulitple boxes for Aftermath?
The image could be legitimate, especially for an Israeli release.

Everyone mostly doesn't care about Alyx. But the "icing on the cake" here is that at Dog is on the cover too. Dog has got to be the most annoying character besides Alyx. I hope they don't feature anything like this on the real cover.

Annoying? So he was annoying when he threw the car at the combine and then the APC tried to smash him?
Nah, I thought Dog was really cool. He doesn't do much, but he's cool when he actually does do stuff.
Hell, he doesn't even do enough to be considered annoying.

Yeah sorry that's what I mean. The only part that made me think he was annoying was the part where you train with him with the gravity gun. Something about the movement and the actions just didn't seem to be interesting at all.

He doesn't actually have an AI that allows him to fight, all the combat he does in the game is scripted. I wanted to give him some interesting battles in garry's mod and was dissapointed to see he would just run away from his enemies.

eh, you know, it wasn't the best training sequence ever, but it wasn't bad either... and it's short, so you don't have to deal with it for long.

Unless you don't follow instrucitons and the game breaks. Happened to me a couple times, I would shoot the ball and pick it up too fast for him to get it, or it would get shot too far and then he'd just stand there. Scripting is annoying becuase it doesn't leave room for doing what you want. So yeah he did have cool movements I guess, but I don't care for him.

Aftermath is focused around her character developement in the story and the improves on her AI, so naturally she would be on the cover.
