The 10 and unders is no good apprently, it was redevised into needing one post in the 'welcome' thread we already have before they can make a topic anywhere.

Once again though, you've missed the entire point. How does locking up new members in a forum or topic help defeat the spam problem? The simple truth is it doesn't. It simply diverts the problem some where else. Once again, you've shown this to be not about getting rid of spam, but of getting "newb members" out of your way, with sarcastic remarks about "G-man is Gordon from the future" comments.
We need to stop the spam, full stop. Dumping spam on new members and out of the way is not a fair or decent option.
