Moderating Procedure Guidelines?

How about having a set of guidelines and procedures for moderators in addition to the forum/discussion rules?
You could set up a system that determines what punishments are handed out for what actions. You could have a set of guidlines stating that after a specific number of warnings/usernote (depending on the forum software) a user will be suspended for a predetermined amount of time or something.
You could also set something up where a warning/usernote (depending on the forum software) is considered "expired" or simply gets removed after a period of time.
These are just some idea off the top of my head, but something like that, I think, would give members a better idea of where they stand.
If there is already such a system, I apologize, I'm new, and I looked but I didn't find such a thing so I posted this.

To be a moderater you have to be given the position - so they have to follow the rules given by who ever gave them that position (the owner)

Totally correct. I'm just putting forth an idea, the site owner has every right to ban me for even posting this lol, but it doesn't hurt to put up a suggestion or anything.
Once again, I don't mean anyone or any of the mods/staff/admins any disrespect. I'm just put forth a very "rough-draft-like" idea for possible consideration.

Therefore a set in stone approach to moderating would not work all that well.

Yeah I understand. Like if someone does something really bad in one post and deserves to get suspended or banned or whatever then yeah that makes sense.
But regular stuff like someone flaming in a post and stuff like that, we could have something which says something like "after 2 warnings you get suspended for 1 week" or something like that. And how long an issued warning stays in place and when it gets removed or becomes expired.
