I'm pretty sure you can pre-load it.
I'm going to try and get it in a brick-and-mortar shop tomorrow (on crappy internets atm), but my hopes are not very high for finding it.

I also got Sniper Elite V2 for u$35. Supposedly the campaign has some online high score deal with the points you get for sniper kills, so I'm interested in owning everyone online now.
