You can fix it by uninstalling Rockstar's Social Club, removing the software folder if it leaves one and then going to your Steam Max Payne 3 directory then MP3Installers and installing Social Club v1.0.9.7 Setup.exe.
I have no idea what it changes, but I can say for sure they still haven't done anything with the cutscenes (and never will) outside of making a SKIP pop-up appear whenever you can do so.

Too bad Rockstar had the bright idea of adding the maps to the regular playlists, so everyone who doesn't have them immediately gets kicked out once the match begins.

Stay behind cover while enemies shoot at you. The more enemy bullets being fired at once the faster bullet time recharges.
Get shot. You get bullet time if you take damage.
Kill enemies outside bullet time. I believe shots to the chest get you more bullet time than headshots, especially if they're against enemies wearing kevlar.
Don't get too accustomed to taking enough damage to enter last stand, it removes all bullet time you gathered before going down.If you see you've taken too much damage enter bullet time and take a painkiller while shooting scrubs. Or just take one behind cover.
Remember bullet time reduces the damage you take from bullets greatly and also slows down time even more when you're reloading.
The slo-mo dive can be used infinitely even if you don't have bullet time, but remember it takes a while for Max to get up and you're extremely vulnerable while doing so. Only use it when you're low on bullet time and want to dive from cover to cover or if there's only two or three enemies left.
When you start playing the game you'll be using cover often, but the better you get at it the less time you'll be spending on it since you'll be earning bullet time like crazy.
I liked the difficulty, for the most part it felt challenging yet fair despite some objectively terrible parts (the ending of Chapter 12). It was surprising to play an AAA game that didn't treat me like a moron. If it had less and skippable cutscenes and were written by Sam Lake it would've been perfect.
