In a nutshell, Quintin says it's worth buying for cheap if you want more Fallout, but don't expect this game to be remembered even a few months from now. To say the least, I'm intrigued.
I may "aquire" this game, but even if I wanted to, I can't buy it with my current funds.

While I agree to a certain extent with a few of his points, I'm surprised he actually recommends Fallout 3 over this. New Vegas is basically Fallout 3 with some soul (Fallout 3 just felt so soulless), a little better writing, and better quest design. But like he said: if you want more Fallout, it's worth it (and not just for cheap, like he says. You can easily get your money's worth out of this game), but it isn't a classic like the first two were. Although I think it'll be remembered for more than a few months.
I'd like Obsidian to be given the time and resources to make another, hopefully with a new engine.

I'm enjoying New Vegas so far. It does a few things that makes the mood feel more like the old Fallout. Specifically, the overworld isn't as relaxed as it was in Oblivion or Fallout 3. Some places are very dangerous, and there's more pressure to watch where you explore. The music is ambience is fantastic, and its a bit more gritty in mood.
But it still suffers from similar crap that Oblivion and Fallout 3 did. Gamebyro is easily one of the ugliest engines used in modern games, and the animations are terrible. I hate the graphics, and it doesnt help that its one of the worst optimised games for PC I've played in ages (though some tweaks help).
EDIT: I'm only a few hours in but I do somewhat agree with a lot of that RPS article. Characters are better written, but their voice acting is still terrible and 99% of them arn't even remotely interesting. I too am finding it annoying to wander out into the wasteland knowing that I might not stumble across anything worth while. While I agree with WetFart (FOREVER) that Fallout 3 lacked 'soul', I gotta be honest in saying that many of the 'surprises' I stumbled across in that game, like the old vaults, beat the hell out of everything I've found in New Vegas.
A few times now I've wandered off and just found a crappy bandit camp or some other boring location devoid of anything memorable. Even the start of the game, where you find graves that you can dig up if you have a shovel, ultimately dont produce anything except ammo. Not even any unique loot.

I do agree about many of the surprises and things you find while wandering the wasteland, although a lot of it seems almost overcrowded. If you stand on any high point in the map, you can look in any direction and see things. And like EatChildren said, a lot of it isn't worth exploring, unless you're just looking to scavenge. The things I've found and enjoyed have almost exclusively come from towns and other little encampments that actually show up as a location on the map.
I also wish there were some vaults to stumble across (I haven't found any), although I think there were too many in Fallout 3. They should be fairly rare, but they should still be there. I would have expected to find one or two by now, since I've been playing for almost 15 hours.
One of my favorite things in this game are the throwbacks and mentions of things that happened in Fallout 1 and 2. For instance, I met the pilot of the crashed vertibird that you find outside of one of the early towns in one of those games. I've heard people talking about things that happened in Klamath on a different occasion. I love these little nods, and I don't remember any standouts from Fallout 3. Of course, that taking place on the east coast and far from the events of the rest of the series, it's a little more understandable.

There's some vaults strewn around New Vegas, atleast a couple and probably more. I've explored one, and there's atleast one more that I've been told about through dialogue, and sent to for a quest I recently recieved.
There's a shitload of stuff to do in this game. I've only completed the first of the main quests, and there's so many quests to do in this game apart from the main quest. The writing in this one seems better than in Fallout 3, and I like the sense of humour better, personally. New Vegas is the direct continuation of Fallout 1 and 2, where Fallout 3 was an essentially seperate story, with references.
If you're not all about shiny new graphics, the story and gameplay should be more than enough. However, if you didn't enjoy Fallout 3 at all, there's nothing in this one that will change your mind.
I understand that the engine is old, and ugly, and pretty buggy, but the story and length make up for it, in my opinion. All the bugs I've come across are just graphical errors anyways, and haven't stopped the game from being enjoyable.

Word. I'm now about 20 hours in as well and still haven't gotten into New Vegas yet. I just arrived in the outskirts, but could have easily spent a few more (i.e. a shit-ton more) hours out in the wasteland doing side quests.
I've finally heard of a vault, although it was just spoken of and I haven't received a quest to go to one. Where do you get that?
Also, I want to see some Brotherhood of Steel! I need to kill one and get me some Power Armor! I've heard a few people talk about them, but haven't said where to find them.

Another great thing about this game is the landmarks. I've been to Vegas before, so I recognize the Stratosphere, and you can see the dinosaur place from the freeway if you're traveling from AZ to Las Vegas. They aren't super accurate, but it's still awesome that some recognizable stuff is in the game like that.
