That, or give him some food/water (not milk) and maybe call the shelter that you have found a cat.
Also, twitter is fucking useful with these cases, get the word out on twitter, ask people in the area to retweet your kitty-tweets, I bet that that works like a charm.
Good luck!
PS: is it a cute kitty?

Cooking a kitty is easy. Ever cooked a baby? It's the same kinda thing except you want to soak the kitty in oil first (Rather than brushing the oil on.)
Place on a baking tray and shove it in the oven on something like 150. Let it cook slow. Give it around 30 minutes. Pull it out and enjoy. I suggest eating it with Bacon.

If you're certain it is a house cat from nearby, ask around or put some fliers up. Locate your animal shelter that you have the cat, incase the owners go there.

Eat my piss.

Buy a box (sealed from observation, but with fresh air coming in), a deadly neurotoxin and a detector tuned for one specific isotope and a solution in which the isotope has a small change of forming.
Next summon a Maxwell's demon and see if Schrodinger was right.

My mom always used to give her cats milk mixed with little pieces of bread...
I don't know for sure whether that does not give them dhiarrea, though...
