How do i reinstall my Garrys mod? Im trying completly reinstall my garrysmod but i cant find it!

I have recently had problems with npc's and other things in Garrysmod, and I'm damn sure reinstalling it will fix it, but i cant find Garrys mod anywhere on my computer, its got to be installed somewhere, its no where in steamapps or anywhere like that, i also have two hard-drives, and its not in my local disk.
I have also tried reinstalling it through steam, but it is very small when i do so, and it cannot be working properly, when i re-download it its size varies from 16mb to 120mb and seems to start at 70% like it only got rid of 1/4 of it! If anyone knows where i can find it please help!

Hello and welcome.
...\Steam\SteamApps\[yourname]\garrysmod
Most games nowadays are in \Steam\SteamApps\common\ But garry's mod being a HL2 variation, it's under your account name.
You should "delete local content" from the steam drop down menu by right-clicking on garry's mod in the steam library, and then clean up any remaining files manually.

on my username there is all my half-life's team fortress ect. But no garrysmod, its strange because there used to be, a while back. :/

well then, unless you're running some sort of pirated version (bad boy!), garry's mod is not installed.
Just to be sure, let windows do a search for "garrysmod". Go to "my computer", press Ctrl-F and type garrysmod. If after a while of churning it doesn't come up with anything, it's clearly not anywhere on your computer.
If you're having NPC troubles, it may be a problem with the source files, as in, hl2, l4d2, tf2, or whatever NPCs you're trying to use. I suggest re-installing the appropriate game.

I have done it, i still cant find it, i have a fully legal version, its my npc's that are weird so should i attempt to reinstall half life?
