Well the main idea behind automatic updating to play online is to make sure that everyone has the same version of the game, so there won't be any incompatibility problems between players' games.

In Steam settings, you can set your preferred download location and your approximate connection speed.
It seems to be more of a problem with your internet connection than with steam.

You should select a download location that is close to you. Maybe you could try to delete the blob file

By default Steam will try to pick the best download server for you. This does not always work well. Some people in Australia has complained in the past that it would pick servers in other countries. The solutions above should help you fix said issue. You can find this by clicking Steam > Settings > Downloads+Cloud.

Also note that downloads will pause if you start another game. I would recommend clicking play on MW3 as this can force it to download. Also try right clicking on the game in your game list and clicking Properties > Local Files > Verify integrity of game cache.

If you are still having trouble try submitting a support ticket.

Did anyone notice how he called us builders of Steam? :P

Probably thinks this is the official Steam Support site. You bring shame upon the Dutch mr. van der Burg.
