Another Summer Sale is in the works

The summer is almost over but there is still time for one of Valve's seasonal Steam sales! CVG UK has dug up a post on the Steam Powered forums by Mike Blaszczak that confirms that another summer sale is in the works :

Nosy me when they do the sale packs and I have half the games anyway... Most of the time you don't get a extra copy when you buy them.

I will be trying as hard as I can not to buy anything. Too many unplayed (even good/great) titles in my libary as it is.

Same here.

I wonder how these sales work, I assume Valve cannot dictate discounts to the other devs which are using Steam? Doesn't each one control the prices of their game catalog?
